The Chartered Accountants, the Price and Works Accountants, and the Company Secretaries (Amendment) Bill, 2022 were presented in the Lok Sabha. This bill was passed on 17th December 2022 in Lok Sabha and afterward, visited by the Parliamentary Standing Committee on Finance. The Bill was fixed by both the Houses. This Bill was passed by Lok Sabha on 30th March 2022. On 5th April 2022, Rajya Sabha was without any modification/ amendment. Here, we are talking about the ICAI CA New Scheme 2023.

The similar has got the approval of the Hon’ble President of India on 18th April 2022. There are many important provisions involved in the Amendment Act relating to the development of the configuration of the Board of Discipline and Disciplinary Committee involving fixation of timelines for many disciplinary procedures, formation of a Coordination Committee of the 03 professional institutes, and strength to take actions against companies.

कंपनियों के खिलाफ कार्रवाई करने की शक्ति से जुड़े विभिन्न प्रावधान, मूल रूप से एक सदस्य होने का दावा करने के लिए बढ़ा हुआ जुर्माना, कंपनियों के पंजीकरण का रखरखाव, और परिषद की अवधि की अवधि को पहले केवल संस्थान द्वारा अनुमोदित किया गया था। अधिनियम IIA (भारतीय लेखाकार संस्थान) का कोई उल्लेख नहीं करता है। माननीय वित्त मंत्री ने बहस के दौरान संसद में व्यक्त किया कि “मैं कॉर्पोरेट प्रशासन संरचना में 03 स्तंभों, चार्टर्ड एकाउंटेंट, लागत लेखाकारों और कंपनी सचिवों के महत्व को पहचानता हूं। माननीय मंत्री ने यह भी कहा कि इसका उद्देश्य उन तीनों को किसी भी तरह से, स्वायत्तता को प्रभावित किए बिना मजबूत करना है, जिसका वे आनंद लेते हैं।
